Shouldn’T Something Like This Be Recorded As A Hate Crime?

There is an argument to suggest that random violent attacks should not be categorised as hate crimes, even when the crime is obviously driven by hate (as the details here suggest):

Is Indiana right not to recognise hate crimes? Does this give succour to those who may wish to spend their evenings randomly attacking a fifteen year old child who’s mere presence upsets them so much that they need to put them in hospital?

For me the difference is that hate crime, in this case the boy appears to have been attacked because he was black, is an intent to inflict hurt/pain/injury with no underlying reason. So the perpetrator can't use, he looked at me funny or he started it excuse.

You then have to look at the underlying traits of the perpetrator. Because for my money he is far more dangerous. He chose to target someone. So it was premeditated and thought through.

That is why these crimes (and TBH all crime) need to be categorised.
so "he looked at me funny" is an underlying reason and "because he is black" isn't?
Actually attacking people who are "not like me" is one of the oldest motivators there is...either through fear that the notlikeme's will use up valuable resource and this put the existence of the likeme's at risk or because of fear that the notlikeme's will attack. The other motivation is envy; the notlikeme's have got better resources than the likeme's so taking their resource and or driving them away will increase the likeme's chances of survival.....actually that's pretty much the same as "he looked at me funny" and "I wanted his wallet" and "they come to this country and take our benefits" plus ca change I guess.
PLEASE NOTE I am not defending or excusing any kind of violence. Humans have many other kinds of behaviours which come from our ancient past and are no longer appropriate and largely we have managed to control those.

The main one being 'Territory' and this hasn't been controlled, hence the present aversion towards immigration.
So a fear of immigration is no longer appropriate, AOG?
