A good manager is someone who is naturally managerial and has good interpersonal skills and bonding with his/her staff abnd slowly but surelyprogresses to manager status or job title.
Therefore you should know when a dictatorial attidude should or should not be used. Dictating stuff to people does not achieve anything unless its done correctly.
It makes me laugh when you see adverts saying "learn how to become a manager", you can learn how to act like not be a good one without it being a natural managerial instinct.

It's NEVER appropriate for a manager to be dictatorial. It IS appropriate for them to dictate proceedings at times, however, such as when there's an emergency or a major crisis and things have to be dealt with on an 'act now, discuss later' basis.
The manager who adopts a general air of dictatorship with his or her staff will get nothing done. It's the one who has worked to gain their trust and respect who can rely on them to 'do as they're told' without question in a crisis.
