Perhaps you need a new charger.

Charging from USB and tried PC and wall socket as usual also lightening lead was ok on another ipad. Tried the apple link done all those things The problem started when is was in the process of update to ios11 which seems common prob.

further info when I plug in USB for a second or two the green charging icon shows up
Have you done a reboot.
Hold the home button and power button until the iPad turns off and restarts.

I've no idea what a lightening lead is (without web searching) but my USB socket charging items do get problems charging as they age. Pulling the lead forward or back sometimes helps. Or sometimes a new lead connects better. It was an epic fail on the part of manufacturers to remove the dedicated charge socket and rely on the data socket to minimise size and expense; since it gets problems with the continual plugging in and pulling out of the lead.
