neighbour had contact from his black box provider
his car was speeding at 51 mph in a 30 area
it is in the garage having some work on it
what would you do?

Garages often take cars out for 'testing' - I would tell the black box people where it was and produce an invoice/receipt to prove it.

Contact the appropriate authority and query it....if it can be proven it was in the garage having work done to it, then a mistake must have been made.
And then I'd ask the garage manager for an explanation.

They were informed that their was a box fitted and not
to speed
Are they sure the car was on the road?

Possibly the garage is in a 30 zone and the car was on a rolling rig.

I would contact the garage first and ask for an explanation, but without assuming the worst ...
We quite often used to stop junior mechanics in cars that were in their garage for work, 'Just testing it officer' when in fact they were out for a jolly or getting sausage rolls for lunch.
Even more reason to speak to garage owner/manager.
Similarly I used to note the mileage when taking a car in for a service, anything more than a 5 or 6 mile increase was questioned.
I once stopped a car that had been driven up from Bristol to Richmond (London) that was supposed to be in for a service...
