I am working part-time and have been since March 2017.
I definitely won't be earning more than £10,000 in this tax year (April 2017-April 2018) but I am being taxed at 20%.
What is the easiest way of alerting HMRC of this fact and to get a rebate?
Can I do that now, or do I wait for April 2018?

Sounds like you are being taxed at "Basic Rate" because your employer has no Tax Code for you. Contact HMRC and get them to send your employer a coding notice. You should get the rebate through your pay as soon as they get it.
