If you what to reduce noise in the house , then you need doble glazing. If you are trying to reduce the noise in the garden , then the only way is with an earth bank , or very thick hedge.

Another trick is a fountain. This produces white noise which tends to drown out other sounds. Thick hedges or bushes with upright stems are a good way to go though...
