I can help you with intrigue, but not with what is, or more likely not, 'bizarre' about what I have said -
A licensing system, as the name implies, means that an individual elects to buy into something offered, by purchasing a licence, which funds the activity, be that television, fishing, whatever.
The system works because everyone undertakes to pay an equal fee, and partake of the parts on offer that they wish to enjoy, and to ignore the parts that they don't wish to enjoy.
The system cannot work if individuals wish to opt out of some parts of the activity because it doesn't suit them. that removes the fairness and equality that underpins the system in the first place.
Now - if you know of a licensing system that fulfils the criteria that the Television Licence Fee does, that works in a different way from the way the TLF works, I am happy to read about it.
I don't believe there is one, so I said as much - nothing 'bizarre' there.
