I've bought my partner a bike he's due to take his licence soon can I tax the bike for him so he can use it for his test

It needs to have insurance and an MoT before you can tax it but a licence is irrelevant.

as above. If it's in his name he can tax it (assuming it's insured + MOT). licence is not needed. He can tax it with the V5C/2.
