What's A Good Upgrade Path From A Dell Inspiron 11Z Windows 7 64Bit

Need to have a Windows 8.1 11" sub notebook for supporting people's laptops, storing utilities and learning Windows 8. Not a gamer and current spec of above laptop is 2GB RAM, 1GHz CPU, BitDefender Internet Security v13 - slow on hardware. Buy manufacturer refurbished. Don't need touchscreen if not in spec. Have no idea what will prove faster. Suggestions about make and model? Thanks.
