Is there a web site that I can go to that has copies of contracts I can download ? I ma thinking of employing a builder to construct a house and want to include time penalties if there are delays. I have a friend who is having a house built but the time it is taking is annoying him.

Good luck with that. Unless they are extremely hard up for work (which no reputable builder that I know of is) you will be very hard pushed to find a builder willing to agree to such terms (unless he quotes you well over the odds to start with). They like to keep their options open (hence your friend's experience).
