But it's not really just about pictures though is it? Releasing the name is sufficient to drive some over the edge. It is wrong: Innocent until proven guilty, if you name someone there will always be a fair few who will say you did it even if found not guilty. We see it on here regularly from some.

As I understand it the police released the photo to the press, but not his name, in a bid to identify him after a woman accused him of rape.
That is normal procedure if the police can't identify a suspect by other means.

Certainly my local police force regularly publish photos, with names where available, of suspects they wish to trace.
This is often picked up by the local press.
