Telegram.org. Is It Dodgy?

It has been suggested that I and other local folk in a neighbour watch group should join Telegram as the membership of the NHW group has now reached the max number allowed by WhatsApp. Is anyone familiar with Telegram.
Is it safe? It looks a bit dodgy to me
