It does indeed mean 'of the' i believe, and in response to spacechimp, a name like Tony O'Leary for example actually means Tony of the Leary. Which refers maybe to your grandfather answer, but in fact the other answer were infact not wrong!
Logically I would say it means

"ON THE"
