A Mystery....any Ideas?

I'm in a little apartment at the end of a pedestrian lane which joins a busyish but not main road in Bolzano.....
From the little side balcony I watched two ladies walk slowly up the busyish road....long dresses and flowing scarves....they couldn't see me....
On a building opposite there is a long narrow slit in a wall.....something to do with a downpipe....
One of the ladies crossed the road and stood by the slit....both were watching up and down the road.....when no traffic was in view the lady put her hand deep into the slit and pulled out a package.....then popped it under her long scarf....
Both hurried off.....
So.....what was in the package?
