There was a lady in a sari type dress, not sure if she was Indian, Pakistani, or Sikh. As well as her dress type she had a belt around her waist with a large dagger hanging from it.
I didn't think it was allowed to have weapons on obvious display like this or am I mistaken?

I don't know about women but Sikh men are allowed to wear a ceremonial dagger.

Sikhism doesn't distinguish between genders, it's not uncommon to see young Sikh women in a modified turban. The 'sword' may be a blunt dress weapon. Some Sikh ladies wear a dagger brooch to represent the blade all Sikhs should carry.
