The answers I've seen so far didn't contain highways and byways - more fields and moors-though so I find this quiz confusing
harrogate looks good.
I can see this includes what sounds like ROW which can be a word for a street/road
The others seem to be things found between highways and byways
Farmers implement = Harrow, sounds like.
Opening = gate.
A place in north Yorkshire.
As to a highway or byway actually traverses I have no idea!

The only ROW sound I could make is if you pronounce it HARROWGATE rather than HarrerGate. Like you i'm struggling to find the link to highways and byways- ROW was teh enarest I coudl find.
I am sure Harrogate is right though.
For 8 ther eis a Lanehead but that is 9 and doesn't quite work anyway (would have to be lanes head)
