You or your partner (probably him if he lives here and you don't) definitely needs to talk to Citizens Advice if more info is needed or you need to seek legal advice. It's so important to get things right so you can have some certainty when you start your married life
The immigration people are obviously very keen to ensure such marriages are genuine as people do try to abuse the system to gain UK residential status so you need to make sure it's done properly.
