What an idiot.
Crikey, you have to have movement licences for pigs too. Hope the RSPCA don't put it down as well poor thing.

Out of interest what are people from Norfolk called? You know people from Birmingham are Brummies, people from Hereford are Herefordian, what are Norfolk bods called?
'The busy Prince of Wales Road...'

Something of a lull in the rush hour it seems.
Swampies Kval
Cousins?
No established term but Dumpling goes down well.
Swampies and Dumplings- awesome :)
/// what are Norfolk bods called?///

Canaries
What a twerp.
It looks quiet on that photo Douglas but it's heaving at night when the clubs and pubs turn out. The locals call it Vomit Road.

^ Norfolk 'n' good (you can read that two ways!)
Sorry. no offence meant (especially Canary) :o)
I believe the demonym is Norfolker or Norfolkian.
Back to the OP, I admit I was a little surprised to find there was a specific offence of "having a pig untethered and loose on a public highway".
I think the problem stemmed from the fact you should have a licence to move pigs. I suppose that means you have to be careful where you take them. I hope the pig is ok, I'd hate to think it would be put to sleep for that idiots actions.
Actually I agree with the police. The man was drunk, he had a dangerous dog and the pig was running loose, could have caused an accident. I think the pig will be returned to him once he is sober and has been dealt with !
Reminds me of the ode "The pig and I"

How well do I remember, it was just this past December,
I was walking down the street in manly pride.
When my heart began to flutter, and I fell into the gutter,
and a pig came up and lay down by my side.
As I lay there in the gutter, with my heart still in a flutter,
a lady passing by began to say,
'You can tell a man who boozes, by the company he chooses,'
And the pig got up, and slowly walked away.
