Why it’s fascinsting is it’s another example of how the US administration’s actions so often contradict the bizarre rhetoric of the president. This administration for example has sold lethal weaponry to Ukraine - something Obama never did. And yet all the while we get these worrying ramblings from Trump which never include any direct criticism of Putin.
I suspect it’s more likely because he can’t help admiring the bloke and what he thinks is the setup over there ie ‘strong leader’, ‘nationalistic’, gets things done blah blah blah and if he starts laying into him the spell will be broken.
Either that or fear of ‘Pee Tapes’ :-)

state dept has to do this according to a law of 2003
( and state depts can be forced to obey the law of the land of the free as presidents can too)
Officials of the govt cannot look at a law and say 'Oh I will ignore that!" - decided as long ago as 1687 - Declaration of Indulgence - James II was told he could not direct that penal laws against Roman Catholics should not be enforced.
