I know you rejected street music/street bands and then you suggested barrel organ- but I can't see how barrel organ fits the clue

I pondered over this one but decided on Street Party. Street for the music and a party would block the road.

I am assuming FF that the "March" element is sufficient to comply with the "musical" theme, and a hunger march will block the road.
