Immigration Involment?

OK, I had to apply for a NI driving licence as a UK driving licence as that is the rule over here.
So firstly they assumed as I was born abroad I didn't have right to reside so had to prove that, I phone up for an update yesterday and they informed me that they have informed immigration and are now waiting for advice from them.
This is now getting silly, is there anything I can do? who do I complain too? Do I wait till I get my licence and then complain or complain on Monday and risk annoying them and delaying my licence longer?

When I presented my uk passport the official seemed confused as to why the ‘right to remain ‘ stamp was missing. I tried to explain that I didn’t need one, I then went on and showed them my warrant badge that again I wouldn’t have if I had no right to remain. To know involve immigration is just going beyond.
