Is it ok to wear knee-high boots with a skirt when the boots are slightly too wide for your legs? I can't get long boots tight enough for my thin legs :(
I personally wouldn't, hun, unless you're wearing leggings as well.
I've also got slim legs, and wear boots more often than shoes, but can't stand those that "flap" either. Www.duoboots.com cater for different calf sizes - http://www.duoboots.com/products/boots/
Faith also do them if you check their website http://www.shoewawa.com/2008/10/faiths_thighhi g.html

I wouldnt give up with the answer of one shoe repairer. They are all able to do what they want to do. I just did a quick google and found at least one firm that mentions "boot leg alterations" in its repertoire. http://www.shoerepairing.co.uk/shoerepair.htm
Good luck!
Just in case anyone else has a similar dilemma...I took my boots to Timpsons and they were able to take them in. It cost 30 but worth every penny and they look great!
If your legs are too thin and interested to wear over knee boots then you may face issue to find the perfect size boots for you. According to me, you should have to opt for boots with lace because you can easily tighten your boots according to leg thickness with the help of lace.
