yeah - the answer is yeah - a debt is a "chose in action" (*) and can be traded. bought and sold as anyone who has had a debt collector around knows.
and the ts and cs can be varied by agreement between the new parties (*)
and - "I have bought your debt - would you like to pay less?" would almost certainly elicit - yes
There are reqts - to be a moneylender(*) you have to be registered wiv da ( oops accently slipping there) local council. And that is just filling out a form - agreeing to abide by current legislation (*)
