Do you mean the discoverer?If so it was Abel Jansz Tasman and his brother Gerritt on Nov.24th,1642.
Abel Tasman was indeed the first european to see what he called Van Diemens Land (he never set foot on it though) so your question might be better answered with Lieutenant John Bowen who, in 1803, with 49 others and their ships Lady Nelson and Albion, founded the first european colony on the island at Risdon Cove and called it Hobart.
Of course, they were probably beaten by a few millenia by the aborigines...
