To the best of my knowledge, there are no such things as local tax offices these days. HMRC closed all of them three years ago, with plans to replace them with 13 regional centres. However HMRC didn't even start to announce the planned locations of those centres until late last year and, as far as I'm aware, none of them are yet operational.
So any calls to a 'local' office are actually going through to a national system. I've not had to call them recently but my past experiences have shown that it's usually possible to get through within about 20 minutes (which is better than the 15 hours, spread over 3 days, which it once took me to get through to the DSS).
