This of us who remember the DDA being enacted are totally unsurprised by this. The law was hasty and ill conceived. "Hard cases make bad law" no idea who said this but its true.

Having a dangerous dog is an offence and fines (or prison) does educate to the extent that it will deter some owners.
A dog becomes dangerous due to poor education by its owners (possibly because they themsrlves are stupid), or deliberate bad education (by dangerous and aggresive owners). Unfortunately anyone can own a dog and sanctions on ownership can only be laid when a dangerous dog incident has occurred. Not sure any legislation could change that.

AL especially when they have mucky paws ;) The amount of times i've been walking at my favourite forest there is always one springer spaniel that will jump up at you after going through a muddy puddle. It makes me feel awkward saying to the owners "no it's OK" saving them the embarrassment of the fact it's not actually OK.

muzzle in public?
People may remember the post about my friends dog biting another dog, they blank refused to muzzle it in public saying it's cruel on the dog.
What was actually cruel is them having a wild staffie machine on an extendable lead then when it bites someones innocent grey hound they give them the wrong number. That's a bit more cruel in my eyes.
