So friend 1 is going away forever.. they invite a number of friends

Only two show up with their other half's (not part of the friends list, simply plus ones) making 4. Considering everyone was aware of the leaving "party", most said they would go but just didn't turn up or respond to messages...

What message would that send to you personally? You may never see them again for your entire life, but that last sentiment meant what?

A sad reality
Ive had a few 'similar' situations over the years. One that sticks out for me was a very good friend (I thought) and his wife. We'd been friends since the dinosaur age and helped each other out over the years through some tough times. Then I got sent to jail. He, and his wife visited me at the beginning and then sent a letter saying that they were thinking of me and don't think that Im forgotten about. Never heard from them after that...
Having been invited as a friend, to not turn up is the height of rude behaviour IMHO.

Nailit that is awful, there could potentially be a reasonable reason example but still, it’s the way it made you feel.. and that is the consideration that’s essentual in a friendship

I ahree canary especially since they said yes
A work collegue of my Mrs had a retirement party and decided to charge people who wanted to attend. It didn't come as a suprise when only two people turned up out of 60 from the department. BTW, she wasn't a popular person and was known to be a bit of a miser....Karma?
Did you turn up at "friend 1's" leaving do Spath? Were you invited?
He says he did @ 17.12.
I would have been disheartened in Friend 1's position , there are friends and then there are acquaintances.
happened quite frequently where I work

oh an org in London had a dindins in my honour and forget to tell me! they er went on with the dinner and sort of looked up at the sweet stage and said - "we did tell you !" no one could be found who had spoken to me but what the hell ! the tucker was good for the ones who HAD been told

A fella had a good bye do after 35 y and someone noticed that no one from his final office had turned up. So rang us to 'remind'. We had just got tired from the repeated shafting he subjected us to to turn up and say 'hey thanks a lot'.
My excuse was - if I turn up I will shoot him

Togo yes i did turn up, and yes i was invited.. I was one of many (at least 7). The friend i took wasn't actually invited.. but i know he should have been. He was close with the guy leaving. Friend 1 was very happy we both turned up and bought our other half's to largen the numbers

i think colleagues and friends are very different. If you're invited as a colleague then it's up to your dedication to your work life.. if you're invited as a friend it's dedication to your friends, the people you choose in this world to care about. I've been shown recently how self centred and self righteous some of my friends are. Deluded bunch.
