I honestly believe it's not even as sophisticated as being rooted in a sense of humour, which again requires a modicum of intelligence.
I think these people, brain-dead as they are, register on some simple level, that their lives, and their input into society around them is meaningless and worthless, and it is a desire to make a mark, however pointless or temporary or distressing, that leads them to behaviour like this.
They can tell their friends - and themselves - "I did that …" and feel as though they have done something to identify themselves as other than the pointless waste of fresh air that they actually are.

I personally think it was a bunch of school kids / very young teens with a stupid idea that didn't realise the consequences to come. I don't think there was any intent for malice against those who died, AKA, their grandparents parents.

If you examine the area using Googlemaps (or similar) you will see that although the War memorial is at the front of the raised knoll of ground, the waterfall is to the side/rear of that and does not form part of the memorial itself. The suds swamped an area that is 'near' to the memorial.....it even states that in the final photograph.
There is nothing to suggest that it is an act of desecration, simply an act of stupidity from those not understanding the significance of Sunday next.

Stupid idea ... no concept of consequences ... that is basically what I said - except that I offered a more considered reason as to why these people behave the way that they do.

If you approach the waterfall by travelling up the hill, it doesn't look to be anything other than water cascading down some rocks. It has no connection to the war memorial itself which is sited round the corner on top of the hill.
As the article says, it is a feature which seems to attract this sort of behaviour. It is just that this is a particularly sensitive time of year.
