GSM is the standard in which all phones communicate with each other using frequencies of 900mhz and 1800mhz (dual band, tri-band add 1900mhz(i think) which can be used pretty much eaverywhere). Pretty much all of the world use GSM.
GPRS (General Packet Radio Service) is the connection to mobile internet, you can have it always on and it not cost a penny, you only pay for the amount of data you transfer. GPRS works over GSM.
So, GSM is what mobiles communicate to each other with, GPRS is what you access the internet on your mobile with.
