Sisko said it, in Star Trek Deep Space Nine.
The exact quote is alleged to be on this script, and I have spent several minutes trawling through it, but I gave up. If you have the patience to look, you will probably find it.

In STAR TREK: DEEP SPACE NINE "To The Death"#40510-496 , the following dialogue appears:

WEYOUN: Well done, Captain. (looks at Omet'iklan) You've all done very nicely. Extra rations of White for everyone. Now if you don't mind, I'd like to inspect the wreckage.

This appears to be the only reference I can find.

Hardly a catchphrase if only mentioned once. Seems to me more likely to be a setter's error.

Sounds like Bruce Forsyth from Beat The Clock at Sunday Night at the London Palladium, but as it's over 50 years ago my memory may be playing tricks.
