Out of curiosity, if one does not own a boundary fence, may one actually paint the side of it in your garden a nicer colour than the normal reddish that fences come in?

It would be polite to ask the fence owner first.
You must ask the owner. You can always erect your own fence alongside the existing one
not polite bookbinder.....essential!
Talk to owner of fence and decide on colour you both like.
whatever you want or don't want, you can't do anything to a fence that you do not own without the permission of the owner.

dont get into a neighbourhood fence dispute

so ask the owneer and if demurs - call it a day
Plant good old-fashioned leylandii on your side and see what develops.

There is already 50 feet of Leylandii in the garden, no-one could possibly want any more.
It was just out of curiosity not actually in a position to paint anything.
