Your neighbour won't have to get a new passport and will be able to stay in the UK - he doesn't need to do a thing.
Irish passports have always had a special arrangement in the UK. They are not and never were 'foreign' as for example American or Canadian ones are.This was the case before the EU and will remain that way after 'Brexit' This applies to Southern and Northern Irish passports.

as someone else says - there are special rules for the Irish.

the civil servants got on and hammered out an eminently sensible settlement which has endured for a hundred years. Free movement.

It is almost the exact opposite with brexit
where on both sides the civil servants dont seem to know their bottoms from their elbows
In my view one should employ the strictest caution and not assume that everything will be unchanged after Brexit, but that it seems likely it will. I think the way things are going means that there will be a period of uncertainty, not least because immigration officials may be uncertain of what the rules are. After all, the Home Office has apparently told some people that although they were granted indefinite leave to remain in the UK, that will (or has) expired and thus they will have to leave. The UK's processes and procedures are notoriously disjointed and even at times inconsistent.

the original treaty was made with the House of Commons of Southern Ireland which was remarkable even then of treating with a body that didnt exist ( house of commons in dublin) in a country that didnt exist ( southern ireland rather than saorstate eirann ) - but I know I am being pedantic
