Can anyone tell me if there is a freely downloadable system in which I can use to start generating and testing/validating some XML.

Not too sure what you actually need here, but you can use any text editor to generate XML providing you understand the syntax. Textpad is good, Notepad is free. You can get a free XML parser with php. You could try looking at www.phpbuilder.com or www.zend.com for info on php and the parser. Hope this is of some help.
