i have a vespa scooter with a non transferable registration mark, but the frame isn't 100% brilliant. If i buy a better frame will dvla allow me to swap over? ie: change frame number on log book?

Yes they will, the reg is just not transferable to another vehicle , such as from your bike to a car.
