For more on marking an answer as the "Best Answer", please visit our FAQ.the sentencing remarks make interesting reading, inasmuch it transpires that the mother is not from a culture where FGM is routinely practiced, so the reason for is speculative -maybe witchcraft. the reasoning for the sentence is also interesting, bearing in mind there was no precedent for the offence. and it also touches on the secondary indictment.

I think at least 5,000 cases of FGM are "discovered" each year. We also know it's a "problem" because of those notices you see in hospital waiting rooms. Or am I the only one who who's seen and read them?

The convicted woman is a Ugandan witch who is apparently into pornography or worse. I dare say we have a few fellow citizens like her, though not, we hope or expect, too many.
The most common practioners of FGM in the UK, however, are Somalian Muslims whose version of Islamic law makes the practice obligatory (that is to say a part of their culture). Anybody who watched last year's TV program about the FGM unit consisting of police and social service representatives in Bristol will know that a lot of money is being spent on "tackling" (or giving the semblance of) a known and pervasive problem in the area, but that no Somali parent has ever been, or is ever likely to be successfully charged with the offence.
