This labour peer thinks so and I agree with him.
Than add compulsory insurance and fines to the list too.
These self centred cyclists and lycra louts need putting in their place.

Of course they are going to come off worse than a car but as I come across these cyclists - doing 25 mph on a fast road that does not have space to pass without entering the opposite lane - every single day without fail. They cause people to brake and overtake dangerously. It's nearly always pleasure cycling rather than getting from A to B and they should use a different route. I hate cyclists on main roads.
Should be policed to stop riding on pavements, cycling at night without lights and tearing round corners without thought for whoever is coming the other way !! I don't think little kids should have to pay tax or NI and I have no problem with them riding on pavements, it's just the selfish, stupid adults who think they have the right of way and pedestrians have to move for them !!! Grrrrr ..
The "lycra-lout" problem only seems to exist in certain areas eg, city centres. Would a possible solution be to have zones, like congestion zones, where only licensed cyclists are allowed to ride. Such cyclists would have to carry ID; anyone caught in the zone without a licence would have a £100 on the spot fine or their bike confiscated until they paid it. Difficult to enforce, I realise, but random stopping of cyclists just might be a solution.
