Just got back from Tenerife,on the flight home they said we could buy fags in 200.400 or 600 carton packs.so have the rules been relaxed due to Brexit.?

As Brexit hasn't happened yet, I doubt it.
What rules? (I suspect that you are many years out-of-date with your understanding of the "rules").
The rules applying to personal imports from the Canary Islands have always been the same as for such imports from non-EU countries. (Although the islands are, as Spanish territories, within the EU they've always had a special tax status, meaning that the rules which apply to imports from the USA, Australia, etc also apply to imports from the Canaries).

So, since the Canary Islands can be considered as effectively being outside of the EU for tax purposes, it's hard to see how anything related to Brexit can have any bearing upon imports from those islands.

Of course airlines are entitled to sell you as many ciggies as you want, leaving it up to you to decide whether to declare any above your customs allowance.
These are tax-paid cigarettes not Duty Free cigarettes I would guess. If sold in Spanish Air Space it would be local Spanish tax paid I believe .

EU rules which only allows you to bring in 200 from other EU countries.
You can get multipack cartons of cigarettes so that's probably what they mean. If you buy a 400 pack (two cartons bound together on one wrapper) and there are 2 of you travelling, you could split them and bring in 200 each.
When I am in an EU country I only buy cigarettes from a local tobacconist i.e. never in duty free or on the plane. That way you can bring in more than the specified duty free allowance - as the local tax has been paid.
As Chris has pointed out, they can sell (and you can buy) as many cigarettes as you can carry.......
As far as I know and have seen on some TV programmes the allowance from Tenerife is 200 per person. Luggage is sometimes x-rayed on arrival in UK
Yes, but the OP asked why cigarettes were offered in 200, 400 or 600 packs. I've answered that question...you can buy as many cigarettes as you want....the "allowance" doesn't come into it. (What you do at the Customs desk is another matter!)
What I should have said is that although you can buy cigarettes in 200, 400 or 600 and they told you this on the flight, 200 is the legal limit from Tenerife. Don’t know if customs would accept “the crew said I could”
