Basically when I was 17 I pulled my foreskin down for the first time. Smegma crust has hardened all the way around my helmet. When I erections prior to this my penis would hurt and feel as if it needed to expand and space out but it couldn’t as my skin was stuck with crust and too tight. I never knew otherwise. Now when my penis was growing did it not get to grow in width becauae of this crust circle preventing it from expanding and widening. I am concerned as it when I get an erection it does not get any wider basically .

No. The smegma did not have an affect on width growth of the penis. If you are having foreskin trouble you may want to get it checked by a GP, especially if you find your foreskin is too tight. It's a common problem, but now you're aware, it's advisory to wash your penis quite often with soap and water especially under the foreskin. A 0% soap will be best to use so it doesn't play havoc with the natural PH of your helmet.
