Brief explanation - someone proposes an independent review into a scheme, then someone else suggests the proposer be the leader of the independent review. What I want is something like 'turkeys voting for Christmas' but obviously that is not right. Something to express that the person suggested could not be impartial.

bias, partiality, nonobjectivity......it may also be worth pointing out that any kind of perceived bias will take credence away from the review.
