I know that people will say that the victims are only cats, but they were much-loved family members and easy prey to someone many times their size. I hope that he never gets the chance to kill any more vulnerable animals and humans.

What are you thinking, exactly? Will you sleep better, knowing the name of one more bad person? Do you live in Brighton and you have lost a cat? Are you planning to bypass the legal system and take direct action?
No offence intended, but what actual difference would knowing the culprit's name make?

Not particularly, no. There are well over two hundred thousand people living in Brighton, many more in the surrounding area. As a seaside town, it is reasonable to assume many of them are paedophiles, convicted or otherwise. Many will have convictions for murder, rape, armed robbery, assault, domestic abuse.
As I said, I don't wish to be rude to you, but I doubt you would be able to remember all the unpleasant people in Brighton, or wherever you happen to live. Adding one name to the list, of a person with questionable mental health, seems of little value. Either they will leave prison atvsome future date having served a sentence, or will be treated in hospital and treated as appropriate.
Do you keep tabs on everybody in your area with a criminal record, or is this one significantly different to the murderers and child abusers?

No, I suppose not. Maybe it's just me being silly, thinking about my safety and my children's. I am not a cat owner, as you have probably have guessed, but I am not in favour of animal cruelty either. I love in an area with a smaller population than Brighton, and my work brings me into contact with some thoroughly unpleasant people, but not even my police colleagues would claim to know every ne'er-do-well in this area.
My question is genuine. I have no objection to naming convicted criminals, but I sometimes wonder what the benefits are. I have met several killers but very few who would worry me if I met them in the street, even after dark.

We make it our business to know who lives and works around and people we have need to have contact with, yes. At that point we can make an informed choice about lots of things.

I must admit I hate cats being terribly allergic to them, but I could never hurt them.
People who can do this are not right in the head and it can only be a small step for some of them to go on to harm humans so for the good of all they should be banged up until considered safe and then, yes, named and shamed and where they live pointed out. (Not the exact address of course)
