If I Could Turn The Clock Back!

When we moved here 14 years ago, between us and next door was an ugly green corrugated enormous garage and fence, about 45 foot in length.
We put a trellis up and planted creepers and ivy. Over the years they grew and successfully covered the eyesore.
It started to get out of control. At the beginning of last year we noticed it had grown over next door to the extent it had filled a room in his house!
He had a leanto at the end of his property and it had invaded it, also his rear patio was grown over. Now our neighbour is a very elderly gentleman who would never complain. Anyway we cleared it all from his property.
A few weeks ago we noticed it had grown back over his fence and heading towards his house. We started to trim it back. Got carried away and ended up stripping it out totally. But, we are left with all the roots. Some of the stumps are 4-6" across. Some of it has actually grown through the tarmac on the drive. We can't put a fence up to disguise the eyesore until all the roots have gone as the ivy would grow up in the gap between the fence and the corrugated iron.
We are not sure what to do.
I am tempted to put another trellis up, and let it regrow again. I really wish I had never took it down and just trimmed it again.

They have a few shrubs growing on their side and the two have entwined and turned into a monster ! I have had several handymen out to look at it and they just shake their heads and say oh no too much work in that or try to charge a ridiculous amount of money to cut it back. So it looks like it will still be there when I am gone lol
