In the meantime, I'll point out that Wikitravel is packed with useful information about the country:

and that, by clicking on the links for specific places (e.g. Riga) you'll find loads more information, including (for example) recommendations of where to eat.

Riga's actually biggish - much more than its neighbouring capitals Vilnius and Tallinn. More than a million people. Walkable but not quite so strollable, if you see what I mean.
A lot of art nouveau architecture, if you like that sort of thing, plus a few renaissance and medieval buildings still around.
Personally, I was struck by the number of drunks, but that was a few years ago now.

Latvia has a very particular history, and a unique landscape. A wonderful country able to offer an enchanting mixture of history, nature and culture.
Green forests, lakes, waterways and the sea put together represent the natural scenery waiting for you, if you gonna choose this country as a destination for your Russian language studies. Moreover, Riga - Latvia's capital - is a real beauty explosion, which offers to its visitors a safe and friendy environment and a rhythm of life controlled by relax.
