There are also bye-laws which prohibit smoking in specific places (such as at railway stations, even in non-enclosed areas).
There is NO specific legislation which prohibits smoking on an external fire escape. (Internal fire escapes would be covered by the 'public enclosed spaces' legislation in offices, hotels, blocks of flats, etc but not in wholly private accommodation).

no you can smoke unless forbidden in places such as British Rail and if the fir esscape is there then it would be
also there may be building rules ( imposed by the building managers on the lease holders)
or employer rulesv.... but as no one has pointed out these are nt really laws
