There are legislative proposal though which, if brought into law, will determine the heights of letterboxes in new properties (with existing buildings being unaffected). Depending upon the wording of any such legislation, it's possible that the new law might effectively insist that new properties must have a letterbox (but, again, existing properties will remain unaffected).

Many houses in our very rural area don't have letter boxes, but have lockable mail boxes at the gates, especially if they have long drives or animals on the premises. As long as there is a designated place for your post, there is no need for a mailbox. Many old properties have letter boxes which are so small they are useless.
When we were working with the forces we were in a flat with no letterbox, as our mail usually went to OH's work it wasn't much a problem except I worked for a local company and got mail delivered to our address. We asked the military powers that be if we could have a letter box. I was at home one afternoon and the local postman had a letter 'Sorry couldn't see a box'. When I opened it it was from the military people saying that as 'all your mail' goes to your BFPO works address there was no need for a letterbox. The irony!
