Im buying a new home, and i want to know whether that crack is cosmetic or structural, and iv had one opinion, but id prefer a 2nd opinion from an RICS surveyor.....

Does anybody have a link, or know of one?

I think you are proposing to spend money unneccessarily. Most new houses have small cracks. All new houses have a warrantee - usually the 10 year NHBC one. This is an insurance backed warrantee that puts right structural defects occurring up to ten years after construction.
