Severed Head in a Fish Tank

I saw a movie a good few years back. Probably a serial killer flick.

There's a bit where the main guy goes into this darkened flat and finds a woman's decapitated body slumped in front of a fish tank while her head bobs around in it (or is just submerged).

The killer is an oldish Christopher Plummer alike and the main cop guns him down in an airport or similar public place. I think the killer is disguised in drag when he is shot.

Anyone know?

The Silent Partner. The baddie was Plummer, as you said. Rather than in drag, wasn't it a clown outfit? The main character was played by Elliot Gould, more recently known as Jack Geller in Friends. The fishtank bit is gruesome - he smashes her head against it, breaking the glass, then starts sawing her head back and forth across the jagged edge. Yeccchhh.

If I remember rightly, Gould gets shot and while being taken away in an ambulance, he says "I've always wondered what it's like to be shot. It really hurts."

Actually I've just thought - you may well be right about the drag, though I'm sure he (or someone) is dressed as a clown at one point.
