a) They purr to relax themselves. normally because they are happy and content with the situation they're in, but it also might be because they're stressed or hurt and need to chill out (if you can't tell the difference you shouldn't own a cat)
b) feelers... they feel stuff around them with whiskers. cat's have pretty bad near sight so whiskers help them discover their immediate surroundings.
