Washington, DC, offices and industries have introduced "flex-time" in an effort to mitigate traffic jams and air pollution. Flex-time allows the 8-hour workday to begin as early as 7 A.M. and last as late as 7 P.M. Assuming that the average automobile commute in the DC area lasts an hour, draw graphs like that in Figure 18-5 for the normal working day (8 A.M. to 5 P.M. with an hour for lunch) and for a flex-time scheme in which 1/4 of the workers who commute by automobile start at 7 A.M.; 1/4, at 8 A.M., 1/4, at 9 A.M., and 1/4, at 10 A.M. Assume one hour for lunch.
