Help Computer Stuck In A Loop

Hi I started to download Norton on my laptop. It told me I already had macaffee installed and did I want to uninstall it so I said yes. Now the laptop won't let me press any buttons or nothing happens when I do. I have turned it off and on again but it just won't let me actuate anything by clicking or pressing. I blame Norton but because it's all frozen I can't even roll it back to before I installed it. Help!

Try rebooting into safe mode ? Then trying to uninstall again.
