I would like to know what file extension is used to create the end result logo icon for android and IOS devices

Why would there be a best extension ? Use whatever is recognised as an icon extension.

A .png file is best.

It is vector not pixelbitmap based, so the result will be smooth and unaliased.

Png files are not vectors. They are raster files like jpgs.

Png files are rastered, but they also contain the vector information making them scalable to degree.

For the web, .png files are superior to .jpegs because they are much smaller files meaning they load quicker, and they support transparency, so logos canbe saved in the shape of the logo and not on a white (or coloured) background.
